The QCS8300 and QCS9100 (SA8775P) SoC device trees describe the REFGEN
reference voltage regulator, and its consumers name it as a supply: the
PCIe PHYs on the linux-qcom 6.18 kernel, and the display subsystem on newer
kernels. The driver is built as a module but not listed here, so an image
that does not install every kernel module never probes the regulator and
its consumers wait for it forever. On the Arduino VENTUNO Q with
core-image-base both PCIe controllers stay deferred ("supplier
891c000.regulator not ready"), taking the WiFi module and the PCIe USB
controller with them.
