workflow_run triggers are only ever evaluated from the workflow file on the default branch, so this listener has to exist on main to fire at all, even though the rest of the POC (poc-broken.yml, poc-hook.yml, the attack.sh fork PR) lives entirely on the throwaway poc/fork-pr-secrets-qli39 branch. This file does nothing unless a workflow named 'POC Hook' completes, which only happens on PRs against that throwaway branch. Will be reverted right after capturing evidence.
