docs: publish qmtacp as an installable skill - #12

Move SKILL.md under skills/qmtacp so the name matches the directory and npx skills add copies only the skill. Keep checkout installs in the README.
Replace the cargo-run dump with install, use, commands, and output.

A root
SKILL.mdmakesnpx skills addcopy the whole crate, and the old name did not match its parent directory. The README was acargo rundump that did not say what to install or how the CLI behaves.
