Standardized language identity colors from GitHub Linguist

Goal

Use GitHub Linguist's language color dataset as the standardized source for language identity colors, subject to licensing and data-use review.

Requirements

• Stable cached or generated mapping; routine rendering must not fetch over the network.
• Preserve recognizable language identity while adapting for contrast where necessary.
• Keep language identity separate from NMSh semantic colors (a language color never means success, warning or failure).
• Provide data update/provenance guidance and identify consumers such as tool cards, project metadata and palette results.

Coordinate color consumption with the Chroma integration follow-up to #78. Do not turn a language color into a status signal.
