ci: thin PR CI, skip docs/version-only PRs - #127

- PR CI is one linux path: typecheck, core (linux), httpapi (linux), unit (linux) aggregator. - engine shards (linux 4x) and windows legs (5x) run on workflow_dispatch only. - typecheck folded into test.yml so one changes job gates it; job name unchanged. - changes job: docs-only or version-string-only PRs skip every heavy job; skipped required checks pass. - engine-client: drop windows/macos matrix legs.
