Problem
welcome-new-users.yml fails on every first-time issue/PR (see reshapr run
https://github.com/reshaprio/reshapr/actions/runs/36595188872).
The STAR_MESSAGE input makes wow-actions/welcome call GET /repos/{owner}/{repo}/stargazers
to check if the author already starred the repo. That call needs a GITHUB_TOKEN permission
that Actions can't grant, so it fails with HttpError: Resource not accessible by integration.
The welcome comment/reactions never post because the whole step errors out.
Fix
Drop the STAR_MESSAGE input (which triggers the stargazer check) and instead fold the same
"please star our repo" tip directly into the FIRST_ISSUE and FIRST_PR comment bodies, so it
always shows up — just no longer conditional on stargazer status. No permission changes needed,
no PAT needed.
This file is the source that gets replicated out to consumer repos (reshapr, etc.), so fixing it
here fixes it everywhere.
