STAR_MESSAGE input made wow-actions/welcome call GET /repos/{owner}/{repo}/stargazers
to check if the author starred the repo, which needs a GITHUB_TOKEN permission that
Actions can't grant. This made the whole step fail with "Resource not accessible by
integration" on every first-time issue/PR, so the welcome comment never posted.
