Move BASETEN_PERFORMANCE_CLIENT_REF to truss 6a5f24a2 ("Bump performance
clients to 0.1.14", #2657), whose baseten-performance-client tree matches
the 0.1.14 sdist, and copy the abi3-py39 patch, which applies unchanged.
