googleapis/python-crc32c was archived after 1.8.0 and its history moved into googleapis/google-cloud-python under packages/google-crc32c. That repository has no v1.9.0 tag, so the checkout failed; the release is tagged google-crc32c-v1.9.0 in the monorepo (as is 1.8.0, as google-crc32c-v1.8.0). Check out the monorepo tag with a sparse checkout of the package directory (its crc32c submodule lives inside it), point cibuildwheel's package-dir and the libcrc32c CMake source at that directory, and update the package's source-code link.
