Rust/PyO3-backed generic storage client. Mirrors upstream's own justfile-driven maturin build, narrowed to riscv64. No CUDA/GPU dependency: NVIDIA-affiliated only in name, and the Rust extension resolves rustls' ring provider (no aws-lc-sys, no asm/cmake needed on riscv64).

multistorageclient_rust is a python-packages shim whose __init__.py re-exports the pyo3 module multistorageclient_rust.multistorageclient_rust, so the package's __file__ is never the .so (gotcha 314).
