feat(img): choose the keyboard layout and time zone at boot - #286

Add a tty1 setup screen for choosing and testing the keyboard layout and choosing the time zone before the session starts. Apply the choices to the console and session, and restore US and UTC if setup fails. The setup screen runs as rite with only CAP_SYS_TTY_CONFIG. It takes every setting from a menu and makes the settings file root-owned before the sessions start.
