Preserve exact-version reuse, saved-plan pairing, Policy selection, artifact boundaries, retention and comment prerequisites.
• Explicit non-goals: No input/output rename, default, required-state, runtime, bundle, tag or release change.

• Done when command or protocol: Parse each manifest before and after, remove input/output descriptions and compare the remaining metadata; all six match exactly.
• Evidence path or exact output: Six manifests updated; only input/output descriptions changed. Shared source and committed bundles unchanged.
• Full gate: bun run verify passed, including foundation, typecheck, formatter, unit tests, actionlint, secret scans and bundle reproduction.
