Updated the generated shared bundle for @actions/artifact 6.3.1 and integrated the current dev workflow pins. Full bun run verify now passes, including 86 runtime tests, tooling tests, workflow analysis, public-content checks, secret scans and bundle reproducibility. The current PR head is 954263b; the required quality check must pass before merge.

Change
Update @actions/artifact to 6.3.1 and Biome to 2.5.15 with the generated Bun lockfile. Rebuild the committed shared bundle so GitHub executes the updated artifact client. Integrate the current dev workflow action pins. This dependency maintenance preserves the accepted SPEC-006 entrypoints, permissions and CLI reporting behavior.
