Summary
Fixed cooldowns account for several minutes of each benchmark job. Reduce the pause between completed benchmark commands from three seconds to one while retaining the three-second retry backoff. Keep this as an experiment until the full CI results can be compared with the three-second baseline for execution time, failed attempts, and timing/memory medians and ranges.
