docs(docs): add ADR-0095 and plan for extracting gwi - #2207

Record the phase 1 design for moving the gmail and drive functionality into rust-works/gwi: fork rather than share infrastructure, own configuration and log in gwi with an import command, a gwi-mcp server, a one-release stub in omni-dev, and removal gated on a working gwi release. The plan holds the measured coupling, the 27 ADRs to relocate and the revised phases. Refs #2203

Phase 1 (design) of #2203: the decision record and plan for moving the
gmailanddrivefunctionality into rust-works/gwi. Docs only; no code changes.~/.gwi/with an import command, keeps its own log and fail-closed audit sink, and ships its owngwi-mcp. omni-dev gets a one-release hidden stub, then deletion, gated on a working gwi release.docs/plan/gwi-extraction.md: the eight decisions, the measured coupling (five inbound files; the shared modules are self-contained), the 27 ADRs to relocate (three more than chore(gmail,drive): extract Google Workspace functionality into new rust-works/gwi project #2203 listed), the gwi layout and import principles, and revised phases. Phase 2 shrinks to two pinning tests, since there is no shared crate to invert.Matching decision in gwi: rust-works/gwi (ADR-0001, separate PR).

Decisions 1-4 (fork, own config + import, separate log, own MCP) were chosen explicitly. Decisions 5-8 are proposed defaults and stand unless changed here:
