Keep the existing walk-or-drive canonical pages and crossing-detail links for Progreso International Bridge (230901) and Santa Teresa (240801) when current CBP pedestrian lane reports disappear. The shared predicate now recognizes these two source-backed identities; other ports retain their existing behavior. Missing waits still remain unavailable, real zero readings can restore comparison, and closures still override retained numbers.
Refs #59. This does not close the broader capability-curation or Search Console reconciliation work.
Evidence: recorded inputs e0bac72 (03:52 UTC) and 5a681ba (04:52 UTC) made the real sitemap/prerender generators drop from 28 to 26 walk-or-drive canonicals; both now produce the same 28. Capability sources are the official TxDOT 2021 guide (RGV-60/PDF194 and RGV-64/PDF198), the Progreso bridge operator, and City of El Paso's Santa Teresa section, all linked in the runbook. The official CBP public feed independently confirmed exact IDs at 20:13 UTC, including the distinct Donna port 230902. Dated capability evidence does not establish present operating hours, open lanes or current wait availability.
Scope: one runtime predicate, three existing test scripts, one compact recorded-input fixture and four existing records. Rebased cleanly on a10706b; newer collector inputs are retained. No wait parser, freshness policy, feed, dependencies/lockfile, workflow, account/security setting, ad or budget changes.
Validation: fresh build; entry 61.73 KiB under the unchanged 62 KiB cap (CSS 19.09/20). Full npm test after rebase: 133 unit tests and 402 browser navigations, EN/ES desktop/mobile. Covers exact port identity, actual sitemap/prerender/self-canonical output, missing/deleted reports, true zero, closure/recovery, keyboard detail-link entry and Back. Sixteen local synthetic captures cover missing/zero states across both ports, both languages and viewports. Prior freshness/storage/sharing/feedback and other regressions remain intact.
Remaining limits: other ports' report-based route drift and the separate GSC reconciliation remain open; headless Chrome/DOM coverage is not complete accessibility or security certification. This PR is for review and CI; no merge/deployment in this pass.
