Create the GitHub release by default on release dispatch

The release job in .github/workflows/release.yaml is gated on the create-github-release input, which defaulted to false. A dispatch that left the box unticked built and pushed the images but created no git tag and no GitHub release, while still reporting the run as successful.

As a result, development/8.3 sits at 8.3.0 and development/8.1 at 8.1.19, neither of them tagged.

The input is kept, so a build can still be re-run without cutting another release. This also aligns release.yaml with its sibling release-warp10.yaml, which already defaults the same input to true.
