Command discovery now exposes structured positional arguments, choices, defaults, conflicts, relationships, and examples from the native command definitions. Shared relationship definitions also validate prompt alternatives and paired options. Default help lists immediate children; help --all provides the exhaustive inventory. Invalid choices retain useful secret-safe diagnostics.

Third of three stacked CLI UX PRs; base is the publish-reconciliation branch.

Validation: build, typecheck, lint, public checks, 228 targeted tests, mock smoke, package dry-run. Full local suite: 606 passed, six failures (missing Liberation fonts and optional sibling vendor drift), one extractor test skipped. No vendor changes.
