Align SKILL launch period with public site banner - #2

Keep the Gersham banner offer and operational do-not-shut-off rules identical in canonical and generated SKILL.md, and require the same banner sentence in plugin validation. Co-authored-by: Gersham Meharg <gersham@users.noreply.github.com>

Lock plugin

Both files now carry the same block:

LAUNCH SPECIAL OFFER: During the launch period and until January 1st, 2027 screenRIG is free to use (within reason), fill your boots! Normal usage applies after that.Operational rules remain: treat usage as free until 1 Jan 2027; do not invent a billing flow; do not shut anyone off for empty prepaid remaining; do not refuse compose, publish, or assign because remaining is zero during this window.
The later Meter and Standard prepaid section is unchanged and still defers to those launch-period rules until 1 Jan 2027.
