Adds a smoke-test job that downloads the static linux-x86_64 binary built by the ubuntu-latest job and runs wave --version on ubuntu-22.04 and ubuntu-24.04 runners. It prints uname -a, lscpu and ulimit -a first, so a failing run shows the host details.

release now depends on smoke-test, so a binary that crashes on startup won't be released.

Related to #86: the segfault couldn't be reproduced under emulation, and this checks the binary on real x86_64 hosts.
