Owner-approved action-contract fix and beta.3

• Preserve all eleven code-mode operations, 30 human commands and 17 resource links.
• Make command invocation itself request the advertised bounded action. Bare sync executes supported bd sync --no-adopt; help explains; missing input clarifies; real permission/project restrictions still apply.
• Align purpose authority clauses and seven resource mappings; no new parser/executor or upstream repair.
• Accepted implementation 574d7c3 includes canonical archive and durable original Opus source review plus READY recheck. Subsequent release commit changes only version, README/CHANGELOG and two release assertions; src/assets byte-identical to reviewed/behaviorally evaluated candidate.
• Owner explicitly authorizes push/merge and 1.1.0-beta.3 publication to next, preserving latest=1.0.2. No operator install/restart.

Verification

• Parent reran 205 tests, typecheck, packed public callbacks, strict canonical specs3/3 and whitespace checks.
• Actual OpenCode2.1.1 + genuine Sol/high: five accepted single-sample disposable cases (real seeded sync convergence, explain-only, missing update inputs, unavailable execution capability, compact guide without mutation).
• Original harness-interrupted R1 preserved separately; corrected harness did not change source/prompts and was followed by one valid sample per case. Not a universal/reliability claim.
• Independent Opus source gate READY after two documentation-only status corrections; review reports committed.

Source bug opencode-beads-wzk closed; publication lifecycle opencode-beads-8sh remains open through exact registry/clean-consumer verification.
