Add the shared
api.readoperation and describe the existing diagnostic grant as full technical diagnostics and read-API access. Core #1723 and Cloud #35 use it for the box's full troubleshooting API, source links and bug evidence. The native copy is #91.This is the canonical registry edit. The three copies match byte for byte. The full webapp verifier passes under CI's Node 24; registry and drift tests also cover the final wording. No client UI or session code changes.
