jq returns the string in double quotes. That is then substituted into the pakiti command and you end up with double, double quotes. Using the -r flag will return the raw output and not include the double quotes.
AQ images are not being set public and named to the production name. This commit fixes that bug. It was due to the `openstack image set --public --name` only being in the else part of the statement. So I have separated the --public and --name into 2 commands. We always want to update the name but we don't always want to set the image to public. For example, the aq images are shared. As this change does not affect the image configuration I am not going to update the changelog.
There are new 2026 root and 3b certs so add these to images. Leave older certs for backwards compatability while service move to the new certs
Comments with the dates the certs expire as a reminder to remove them
The Rocky images do not have bash-completion installed by default. We should install it as most people would expect this package to be present.

These services should be present on the rocky aq image. They get installed by quattor after a fetch and configure but we cannot garuntee a user will ever run those commands. It should also prevent the ntpd.service missing error on the first configure seen in issue #205.

Version 0.3.2 release.
This release primarily contains fixes for the aq images. All changes have been reviewed in previous PRs to the 0.4.X branch.
