Generic cloud images have been used from the official websites and added to the build.pkr file.
There are new 2026 root and 3b certs so add these to images. Leave older certs for backwards compatability while service move to the new certs
Comments with the dates the certs expire as a reminder to remove them
Install the new UK escience certs
These services should be present on the rocky aq image. They get installed by quattor after a fetch and configure but we cannot garuntee a user will ever run those commands. It should also prevent the ntpd.service missing error on the first configure seen in issue #205.
The Rocky images do not have bash-completion installed by default. We should install it as most people would expect this package to be present.

This allows us to pull various security updates and maintain a consistent set of packages for RL8/9/Ubuntu. We still install the Python3 OS package so we don't change the default interpreter for users of this image from 3.6 to 3.12

Re-order so we ensure that we have Python3 first, then switch the epel from upstream for the mirror epel so everything works. Tested on a Rocky 8 AQ VM where we also verified quattor-fetch also works

Updates the changelog so we move the version pinning to removed, then add the re-ordering of the provisioners to changed so it's clear why we've switched this order

This means an all build will work correctly, previously you would have to do a 2-stage build to build everything but RL8 images then RL8 after
