Keeping this ready for whenever the next LTS NDK 30 drops, only updating trunk for now, as it is working well with NDK 30 beta 2 on CI.

I think we should update 6.4 also, as the NDK 30 beta works well on 6.4 CI too, including on Windows, swiftlang/swift#91677, but there is some disagreement within @swiftlang/android-workgroup about this, so left that at NDK 28c for now.

Also, add the new Android API 37 to the list of supported APIs in the SDK bundle.

It should also be noted that this PR also adds API 37 to the list of Android APIs we support.
