The existing vote timeout test assumes a local server receives the request before a 30 ms deadline. A delayed event loop can expire that deadline first, yielding an uncertain submission without proving receipt and failing the assertion.
The receipt-specific test now waits for a real HTTP server request before invoking the existing deadline callback, and asserts the request is not retried. A separate real 30 ms HTTP timeout test covers the uncertain outcome when receipt cannot be established. Production code and timeouts are unchanged.
Validation: focused Node 26 Jest suite passed (9 tests). A controlled loopback diagnostic reproduced the old assumption failing under a 60 ms event-loop delay.
