Scratch child PR for willfire#366, based on #1194. The inherited workflow has
pull_request.branches: [main]; this PR's immediate base isprobe/366-stack-base. Its check list measures whether GitHub dispatches that workflow for a stacked PR.This PR will be closed unmerged once the dispatch is recorded.
