P2 Badge Split the planned capabilities into valid table rows

Starting here, each added line follows a blank line, which ends the Markdown table, and each line joins two capabilities with || rather than a newline. Consequently, issues #229–#234 render as three malformed paragraphs instead of six rows in the Planned inventory; remove the blank separators and place each capability on its own | ... | row.
