Automated promotion by the release train (RFC-0008 D14). Head is the train-managed release-train/to-staging branch (a mirror of develop), so it never collides with a human PR. Merged only when the fr-gate is green.

Overview
Documents that TensorFlow is deprecated: new TF model uploads are no longer accepted; new models should use PyTorch (or scikit-learn where supported). Existing TensorFlow experiments stay readable.

Adds deprecation notes on training, hyperparameters, model formats, overview, product copy, and FAQs. Framework lists for image classification and tabular tasks now treat TF as read-only, and TF-only upload formats / hyperparameter docs are labeled as reference for legacy experiments.

* docs(frameworks): correct TensorFlow support claims (backend#2298)

TensorFlow is retired: new TF model uploads are rejected (backend#2427),
while existing TF experiments remain readable (RFC-BACKEND-2232, D3). Remove
TensorFlow from the supported-upload framework lists, drop the [tensorflow]
install extra, and reframe the remaining TF-specific reference material as
deprecated/read-only for existing experiments.
