feat: Add Trello and Jira integrations with workspace kickoff - #566

Adds Trello and Jira Cloud as issue-tracker integrations modeled on the Linear one: a sidebar panel lists cards/issues, "Kick off" opens the agent prompt with the item attached, and submitting opens or creates the item's workspace. A per-repo auto-kickoff label creates workspaces on a 60s poll. - Rust: shared `tracker` module (item types, kickoff, ledger, poller) with `trello` and `jira` clients behind generic `tracker_*` commands. Linear now reuses the extracted ledger and poller. - Workspace metadata gains tracker_* fields; header shows an item badge. - Both are gated behind new `trelloIntegration` / `jiraIntegration` preview flags (off in production). - Settings > Integrations gets a section per tracker; docs page added. A /trello or /jira URL, or turning the preview off while its panel is open, left the main pane blank. The route sync now falls back to the previous view for a disabled tracker. Adds feature-preview tests for both flags: preview list entries, sidebar and Integrations sections hidden when off, the route fallback, and the Rust gate rejecting tracker commands.
