Updates the trueforge Helm chart’s bundled Bitnami postgresql dependency from 16.7.27 to 18.8.13 in Chart.yaml, with a matching refresh of Chart.lock (version pin, digest, and generated timestamp). Redis and other chart metadata are unchanged.

This is a major chart-version jump for optional in-cluster Postgres (postgresql.enabled); clusters that use external Postgres (postgresql.enabled=false) are unaffected by the subchart pin.
