Introduce utils.inverted for shared cache and index types - #86

Move KeyAndPrefixFilteringData, KeyAndUniTransformedValue, and PopularTermDiscardPolicy under searchablestructure.utils.inverted so the inverted term cache and indexes share one popularity policy and prefix-filtering key types without a cache-to-index dependency.
