Last change before tagging v4.1.0.

  • RELEASE_NOTES_v4.1.0.md: covers everything since 3.0.0, because 4.0.0 was never published. It opens with an upgrade section: the Python 3.9 minimum, the new default engine, the legacy escape hatch, stricter proxy_list matching, and configuration errors that now raise. It also serves as the GitHub release body.
  • RELEASE_NOTES_v4.0.0.md removed: it was an unpublished draft.
  • README option table: a complete-IP proxy_list entry is now an exact match, not a prefix.

Every behavioral claim in the notes was checked against the installed package. 182 tests pass, ruff is clean, and the build passes twine check.
