Brings the CVE-2026-111943 (GO-2026-6809) fix from
release-0.4(#14,v0.4.1) tomain:go.mod->go 1.26.10and the runtime basegcr.io/distroless/static-debian12:nonroot->static-debian13:nonroot.GO_VERSION1.26.10andGOLANGCI_VERSIONv2.11.4are already onmainvia the sa-up sync (upbound/sa-up#603, #10).go.modmoves from1.25to1.26, so four defaultGODEBUGsettings flip to their 1.26 values:cryptocustomrand,httpservecontentmaxranges,tlssecpmlkem,urlstrictcolons.Tests
