Overview
Updates docs/modernization-plan.md to close out modernization phase 16 and document the shipped 0.8.0 release.

Phase 16 moves from in progress to Complete, citing merged PRs #47–#50 and the all-green release run. Phase 15’s exit-gate text now refers to restricted deployment branch/tag policies instead of generic required reviewers.

A new Release 0.8.0 outcome section records verified operator/chart/agent versions, OCI and chart SHA-256 digests, multi-arch coverage, production and packaged-chart gate results, Artifact Hub indexing, zero open issues, and that the inactive war-bunny reviewer was removed from the release environment while master / 0.* deployment rules stay in place.
