Pin libdatachannel v0.24.6 to 6b1e2e620f1e37f0eafeee702eaea0043cb305fd and synchronize the WPT dependency metadata. This stable release includes DTLS startup ordering and TURN handshake deadlock fixes, correct ICE option separators, global initialization recovery, and libjuice v1.7.4. The binding's consumed peer/data-channel APIs are retained; media and WebSocket facilities remain disabled.
Validation: local quality/native/type checks pass. CI and both CodeQL checks passed on 27ab1b3; updating against main produced 9700602 with an identical Git tree. Required checks are rerunning on that final head. Full selected WPT conformance is running on the same source tree: https://github.com/webrtc-node/webrtc/actions/runs/38155225388. All seven 0.2.2 release prebuilds, prebuild-only installation/data-channel checks, and ARM64 musl source fallback passed their target jobs; aggregation is pending: https://github.com/webrtc-node/webrtc/actions/runs/38155579029. No release assets or npm version have been published.
