Add WebtreesAnd API module to the list

New entry for WebtreesAnd API, a webtrees 2.2 custom module that gives the native Android app webtreesAnd a JSON interface for reading and writing.

The idea in one sentence: the person who maintains the tree meticulously at the PC keeps working as before, and the family gets the tree on phone and tablet – to look, and to send photos and corrections back, which arrive as pending changes in the same webtrees installation.

• Every request runs with the rights of the signed-in webtrees user; privacy, editor rights, change log and moderation are those of webtrees itself
• The interface is open and documented; a manager can list a second app that follows it (for iOS, say) next to webtreesAnd
• Placed after "Webtrees User Page Title", nothing else in the file changed
