It adds the TIP-1006burnAtrole toTokenRole, which maps toBURN_AT_ROLEand activates in T12 (tempoxyz/tempo#7935).BURN_AT_ROLEholders can burn from any unprotected account without a transfer-policy check. With this role in theTokenRoleunion, viem'stoken.grantRoles,hasRoleand related actions accept'burnAt'.Validation:
