ci: pull CI and test base images from the GHCR mirror - #4543

Points the engine Dockerfiles, the compose databases, the install smokes, the rpm rebuild, the AJP check and the CLI deploy fixtures at ghcr.io/wheels-dev/mirror, which holds the same images unchanged (tags and digest pins kept), so runs no longer depend on Docker Hub's anonymous pull limit. Summary
This PR points CI and the local test setup at
ghcr.io/wheels-dev/mirror, the unchanged copies that #4540 publishes. Runs then stop depending on Docker Hub's anonymous pull limit on shared runners. Tags and digest pins are kept exactly as they were, and a digest pin resolves the same bytes from the mirror.The mirror packages are public: every image this PR points at pulls anonymously, so local runs and fork PRs need no registry login.
