Hub75 "outdoor" panel support - as in WLED-MM #5717

@howels this should be fixed already in #5662. The difference is that WLED-MM "Outdoor" is called "HUB75 (Quarter Scan)" in WLED.
The PR was merged 4 days ago, available in the "nightly" build.
I had tried quarter scan as well, but my 64x32 panels are rewritten to 128x8 in the config. I'll check with the nightly again and make sure I used that option with the latest build. BTW would be useful to see hub75 targets for the nightlies too - had to build locally.

Is your feature request related to a problem? Please describe.
Regular hub75 panels are functioning, but the outdoor panels (which are brighter) use a different geometry for their panel refresh and do not function correctly. The panel is lit but the 2D mapping is not correct.
These outdoor panels show as if they are width*2 and height/2, and when connected to WLED a 64x32 outdoor panel will show as 4 strips of 8 pixels, rendered in alternate direction.

WLED-MM already has code to deal with this, this could be adapter to WLED and a selection ofr "outdoor hub75 half scan" provided to facilitate this behaviour.
Describe alternatives you've considered
Currently there is no way to use these panels with 2D mode in WLED.
