[CLI]: Install pnpm 11 in CI - #10

The monorepo now generates this repo's lockfile with pnpm 11, so CI should install it with the same version. pnpm/action-setup v4 cannot install pnpm 11; v6.1.0 can.

Bumps CI to pnpm 11.27.1 (pnpm/action-setup v6.1.0) to match the monorepo's pnpm upgrade.
