Summary

Prevent unrelated imported FunctionApps from leaking operations into a selected app specification.

Changes

• Reuse isolated registry seed-on-scan for Python app= and CLI module:variable.
• Preserve canonical handler identities, no-app global aggregation, and explicit caller-owned registry behavior.
• Add same-named handlers in separate modules regression coverage and update CLI contracts and compatibility documentation.

Validation

• Regression before fix: 3 failed, 2 passed (unrelated routes and duplicate operation IDs).
• make check-all: 1650 passed, 30 skipped, 22 deselected, 5 warnings in 54.64s; coverage 95.25%; lint, mypy, workflow lints and Bandit passed.
• make docs (strict) and make build passed.
• GitHub CI pending.
