Summary

Finish the command-contract work on top of existing idempotent bootstrap, doctor, schema and skip guards.

Changes

Use thin Makefile targets on the actual matrix interpreter for full-suite, minimum dependencies, SDK spike and Azure E2E execution. Reject skips/xfails and empty selections in required pytest lanes. Local make test writes JUnit and coverage XML under ignored test-results with the existing 95% floor. Retain always-uploaded test/host evidence and Azure certification separation. Existing job names, matrix cells, wheel/schema smoke, docs and security gates remain.

Validation

Regression tests failed before implementation. Python 3.11 make check-all build passed: 769 passed, 27 deselected, 4 warnings in 18.49s; coverage 97.16%. Existing bootstrap/doctor and missing opt-in/skip/empty-selection regression tests passed. GitHub matrix pending. Azure workflow configuration was inspected, not executed; no cloud commands run.

Merge authorized by the maintainer’s explicit instruction. Exact head 5a8a74a has all five required contexts completed=success, no unresolved threads. Reviewed Makefile interpreter routing, fail-on-skip propagation and preserved coverage/release gates. Local summary: 769 passed, 27 deselected, 4 warnings in 18.49s; 97.16% coverage. Azure execution not claimed.
