Adds a Changes toolbar with cyclic previous/next block navigation and a scroll-aware counter to file tabs and View full, in Unified and Side-by-side. Navigation reveals virtualized source rows, synchronizes split panes and uses existing tab-position persistence. Shared SVG icon buttons align with the layout switch.
The collapsed sidebar handle stays at the viewport edge instead of following GitHub's Issues navigation. It sits lower with a 17% bottom inset and uses a compact 26px width, 12px text and 14px icons; the obsolete native-navigation observer and positioning calls are removed.
Validation:
npm run verify: 292 tests pass; source checks, build and runtime packaging pass.8f6a8daon missing navigation controls and pass with this implementation. They cover both layouts, scrolling, clamped positions, file/PR/MR restoration, viewer isolation and disposal.
