On k3s 1.37 the Gateway API CRDs come from k3s's own gateway-api-crd release. When that release is still installing after gateway-crds finishes, `kubectl wait` fails right away with NotFound, which broke the fresh-install Gateway job on the #731 and #735 pushes to main.

  • `install_traefik` waits up to 5 minutes for each CRD to exist before it waits for the CRD to be Established
  • The kubectl stub can report CRDs as missing for their first lookups
  • New test `test_gateway_api_crds_k3s_has_yet_to_create_are_waited_for` fails on main with the CI error and passes with the fix

…s still creating

kubectl wait fails at once on a CRD that doesn't exist yet, so install_traefik raced k3s's gateway-api-crd release; it now waits for each CRD to appear before waiting for it to be established.
