E1: Impact Calculation with Forecasts #1118
Description
Explicit representation of ensemble forecasts in Hazard and Impacts. We want
- New data structures for representing forecasts and storing additional, forecast-related information
- to load data into these structures, store them, and cycle them
- to perform ensemble statistics on the forecast data structures
