E1S4: Write a tutorial for demonstrating the new forecast capabilities #1123

This story has mutiple purposes:
1- a sort of integration test for us during the development
2- test the compatibility with the rest of the CLIMADA engine. Catch problems as early as possible!
3- be the backbone for a simplified true tutorial

• Choose a smart way to refer to hazard forecast objects. Maybe "hazardf" or "haz_forecast" or ... This might make code for users and for the tutorials cleaner than using "hazard". It is just a habit to suggest (such as np, plt, or pd). hfc
