The wheel inspector only checked the ABI and platform tags: a pure-Python wheel tagged cp313-none-any was accepted on Python 3.9 when its Requires-Python did not say otherwise. It now requires a tag the host Python installs (packaging.tags.compatible_tags, as pip). The new is_compatible_wheel() also lets the Available plugins tab offer the newest release the running Python can install, and say 'Not available for Python X.Y' otherwise. DataLab-Web and the plugin catalog get the same module in companion PRs.
