Purpose and scope
Publish the exact historical H696 co-training dependency at
fb397446056a73ebcc2cf546217a6284d582727afor the separately stacked speed-conditioning diagnostic. Explicit user authorization covers publication, NOT merging. No rebasing or model-semantic changes were made.This is a broad inherited dependency snapshot (149 commits beyond main), including LIBERO/OAT work. It is not a small speed-only change and is not fully reviewed or merge-ready.
