When the final port lies beyond robot-centred resident terrain, the voyage can finish its coastal guide and remain stopped indefinitely. Distinguish missing arrival coverage from unsafe water, advance using a verified regional approach, and retry the full resident arrival corridor after 500 m of measured progress. Depth and mapped-land checks remain active.
Validation: 40 routing and application port-approach tests passed. LIVE Xiamen approach resumed at 4 m/s and handed over to a complete resident arrival corridor.
